Ta’Kari Terell Benness, 20, formerly of St. Cloud, was arrested on suspicion of murder in the August slaying of Albert Soto, police officials said Thursday, Oct. 17.
There are 10 openings on the St. Cloud police force, and a third of Waite Park's police jobs are unfilled. Local agencies say finding qualified candidates is a problem.
The move comes in response to a provision in the new Minnesota state education bill that authorizes school employees or agents to use “reasonable force when it is necessary … to restrain a student to prevent bodily harm or death"
