Background St. George Church, 1216 104th Ave W, Duluth MN (St. George Church), is seeking proposals from qualified firms to produce architectural plans and specifications for restoration of the church’s roof, domes, and towers. PUBLIC NOTICE The U.S. Department of Commerce, Economic Development Administration (EDA) is considering a request for Federal assistance from the City of Rice Lake to construct a Municipal Water and Sanitary Sewer Extension in the City of Rice Lake, St. Louis County, Minnesota to serve a planned 125-acre light industrial park on Duluth Airport owned property along Stebner Road. Pursuant to the National Environmental Policy Act of 1969 and the National Historic Preservation Act of 1966, as amended, EDA is conducting an environmental assessment (EA) of the proposed project. The project will extend 1.95 miles of Rice Lake municipal water and sewer in the ROW of Martin Road and Stebner Road and .41 miles of sewer in ROW of Rice Lake Road and will install a lift and booster stations outside of the ROW. The project will be in the City of Rice Lake along Martin, Stebner and Rice Lake Roads. The purpose of the project is serving a planned 125-acre light industrial park on Duluth Airport owned property along Stebner Road. The Project will temporarily impact wetlands in the ROWs of Martin, Stebner, and Rice Lake Roads. The lift and booster stations will be located outside of wetlands if practicable, but if this is unavoidable, permanent impacts would not exceed 1/3 acres. It is believed that the project would qualify for a Utility Regional General Permit issued by the St. Paul District of the U.S. Army Corps of Engineers (USACE). Additionally, it is believed that the project would be exempt from a wetland replacement plan under the federal approvals exemption for utilities of the Minnesota Wetland Conservation Act (WCA). The mechanisms to be utilized to mitigate the impacts of the EDA Project are that temporary wetland impacts would be restored to preconstruction contours and seeded with an appropriate native seed mix in accordance with state and federal permits. Permanent wetland impacts would be mitigated as required by state and federal permits. This would be anticipated to be at a 1:1 replacement ratio as a minimum. Public Notice The City of Duluth, in conjunction with the Minnesota Division of Homeland Security and Emergency Management Agency (HSEM) and the Federal Emergency Management Agency (FEMA) has applied for a Hazard Mitigation Grant Program Project for the acquisition and demolition process of a single-family dwelling structure located at 13005 Cass Street, Duluth, 55808 in Saint Louis County, Minnesota, following several damaging floods near the property, including the April 2023 federal disaster. The City of Duluth would own and maintain the property in an unbuildable state after the structures are demolished and the current homeowner has been compensated. Under the National Environmental Policy Act (NEPA), EO 11988 and EO 11990, public notice is required of any federal actions that affect floodplains or wetlands. All necessary permits will be obtained prior to construction and completion of the project. The objectives of the Hazard Mitigation Grant Program are to prevent future losses of lives and property, to implement state or local Hazard Mitigation plans, to enable mitigation measures to be implemented during immediate recovery from disaster, and to provide funding for identified and approved hazard mitigation projects.
